Planned at 1126 9th are 28 to 33 residential units sized from approximately 700 SF with larger units on higher floors. Two parking spaces are expected to be allocated to penthouse unit(s). The mixed-use development will offer ground and 2nd level retailer office space. Portions of one building contributing to the Shaw Historic District along 9th Street Northwest would be incorporated into the design. The overall development would also include two noncompliant parking spaces. Loading would be from the rear of the property, accessible via an existing alley.
ANC 2F Community Development Committee gave its unanimous approval to the project in June of 2015. The following conditions will apply: Developers will include two IZ units, one at 50% AMI and one at 80-120% AMI; Seven additional parking spaces will be provided as an accommodation for a period of three years only. The spaces will be located off-site; An ANC community enhancement appropriation of $12,500. will be directed to three entities –the Thompson School PTA, 10th Street Park and Gompers Park.

“The property that is the subject of this application consists of approximately 7,610 square feet of land area and is located at 1126 9th Street, N.W. (Square 369, Lot 880) The Property is split-zoned between the DD/C-2-C and DD/C-2-A Zone Districts. The Property currently contains a surface parking lot and a one- to two-story commercial building. The Applicant proposes a PUD-related map amendment to rezone an approximately 6,408 square foot portion of the site from the DD/C-2-A Zone District to the DD/C-2-C Zone District and include it in Housing Priority Area “A”. Such rezoning and PUD would allow for the construction of a mixed-use building containing residential units and ground floor commercial uses. The DD/C-2-C Zone District permits a maximum height of 110 feet and no maximum floor area ratio (“FAR”) for residential uses. The proposed structure will contain a floor area of approximately 40,290 gross square feet (“GSF”), an overall density of approximately 5.3 FAR, approximately 33 new residential units, and approximately 3,723 GSF of ground floor commercial use. The project will have a maximum height of 100 feet. Along the 9th Street façade, the project will step back from the street before rising to the full 100 feet, allowing the existing structure to be solely expressed within such setback area. Most of the existing structure will be retained and incorporated into the project. The project will have a height of approximately 51 feet, eight inches, with two sixth floor loft areas rising to approximately 61 feet, four inches along the M Street façade. Two permanent non-conforming parking spaces and loading facilities will be accessible via the alley.”

“ANC 2F | Community Development Committee Meeting WEDNESDAY JUNE 24, 2015 1126 9th St, NW Peter Stuart, Oaktree Development Peter Fiatt, Architect Jeff Utz, Attorney, Goulston & Storrs Request for HPRB concept and massing support Peter Stuart, representing Oaktree Development, asked for the Committee’s support of the HPRB design element of the proposed project. The project consists of a new structure in a vacant lot adjacent to/east of the Whitman Condominium. The new building will expand back (south) and merge with an existing, historic, two-story structure that currently houses both office and residential spaces. The 9th street-facing section of the historic building will be preserved and renovated, while the back section of the building will be demolished. The new project will be mixed office/residential. In discussion with the representatives of the project, the Committee advised that the presentation offered was not the final design but rather concept and massing. The Committee continued to consider the proposal on that basis. Committee questions and comments centered on the irregular window placement; the color and types of building materials; concerns about having only two parking spaces for the entire building; shadow studies; and appreciation for the developer’s outreach to the surrounding community. Residents of the Whitman Condominium comprised the majority of community comments. Of chief concern to Whitman residents were impacts (light and air) to their existing windows due to the new structure and its HVAC units. Residents also expressed concerns with alley access, insufficient parking, and traffic. Residents also expressed thanks to the developer for actively working with the HOA to address their concerns and questions. Helen Kramer moved that the CDC recommend that the full ANC send a letter to HPRB indicating preliminary support for the project’s concept and massing, subject to both further consideration of the zoning issues involved in the project and the requirement that the developer return to ANC 2F following resolution of any zoning issues for concept, massing, and final design approval; the motion was seconded and approved unanimously by the Committee. Vote: 7-0 (unanimous)”
