608-618 T – Ellington Plaza Overview

608-618 T is a planned 7 story mixed-use condominium project incorporating two T Street buildings. The project is expected to offer 59 to 79 residential units with penthouses along with ground floor retail, service and arts uses. Approximately 4,114 square feet of residential will be designated for Inclusionary Zoning units, among them a 378 square foot penthouse studio. A total of 26 to 43 parking spaces on a two level underground parking garage will be offered, accessible from Wiltberger Street. Approximately 21 to 27 bicycle storage spaces are also included in developers’ plans. The project is located just a few feet from the planned Holzbeierlein Bakery mixed-use project at 1812-1827 Wiltberger Street. The two projects largely transform the short block.
The site is currently occupied by four two-story commercial and residential buildings directly opposite the Howard Theatre and Ellington Plaza. Although the property is not a historic landmark, the developer is incorporating the facade of two of the buildings, 610 T and 618 T) into the new design.
2016 revisions to the project include incorporation of two T Street facades (at 610 and 618 T Street) of the four existing buildings into a new 7 story mixed-use building with ground floor preferred retail, service and arts uses totaling approximately 7,420 SF (formerly 7,495); Approximately 59-79 residential units (formerly 59-69); Approximately 4,114 SF (formerly 4,074) of gross floor area will be designated as Inclusionary Zoning Units);  Two levels of below-grade parking consisting of 26 – 43 residential and retail parking spaces (formerly 36 – 37 spaces). The Project will have a height of 70 feet and a proposed FAR of approximately 5.72 – 5.911 (formerly 5.40 to 5.922).

Community Action

To gain approval for the project, the developer agreed to a number of terms, including preservation and restoration of the two facades, consideration of the project name “The Cecelia” as a nod to the business formerly located at 618 T, restriction of residents from obtaining Zone 6 parking/visitor parking permits and including that restriction in CC&Rs, a number of traffic provisions during the construction period and other typical construction-related provisions. See “Developer Agreement.”
